According to Article 25 of the Law of Georgia on “Higher Education,” Article 22 of the Charter of the Georgian Technical University approved by the Order №133/n of the Minister of Education and Science of Georgia on September 9, 2013, and in accordance with Articles 10 and 11 of Paragraph 2, as well as Articles 27 and 28 of the Regulation on the Conduct of Elections of the Governing Bodies of the Georgian Technical University and its Faculties, the Faculty Council of the Faculty of Energy of the University, at its meeting on February 14, 2025 (meeting minutes №4), has decided:

1. Elections for the position of Head of the Faculty Quality Assurance Service shall be held on March 11, 2025.

2. The Head of the Faculty Quality Assurance Service will be elected by the Faculty Council for a term of 4 years.

3. The position of Head of the Faculty Quality Assurance Service may be held by a person who meets the following requirements:

a) Is a professor or associate professor of the faculty;

b) Has at least 5 years of work experience.

c) The candidate is required to have:

  • Knowledge of quality assurance standards and guidelines developed by the European Association for Quality Assurance in Higher Education in the European higher education area;
  • Knowledge of ABET (Accreditation Board for Engineering and Technology) accreditation standards and procedures;
  • Knowledge of the state language (knowledge of a foreign language is desirable);
  • Knowledge of quality management principles in the field of education;
  • Knowledge of computer programs – MS Office;
  • Communication skills and ability to work in a team.

Knowledge of the following legal acts:

  • Law of Georgia “On Higher Education”;
  • Law of Georgia “On the Development of Education Quality”;
  • Law of Georgia “On Vocational Education”;
  • Resolution of the Government of Georgia №18 of January 30, 2015, “On Determining Different Rules and Conditions from those Established by Georgian Legislation for Awarding Qualifications, Issuing Qualification Documents, and Recognition of Higher Education Programs Implemented in Cooperation Between Georgian Higher Education Institutions and San Diego State University”;
  • Order №65/n of the Minister of Education and Science of Georgia, May 4, 2011, “On Approval of the Regulations and Fees for Accreditation of Educational Programs of Educational Institutions”;

4. Candidates must submit their application and supporting documents from February 24 to March 4, 2025, to the Faculty Election Commission – Tbilisi, Kostava 75, GTU, 8th Building, 3rd floor, Room №314. Applications are accepted from 10:00 to 17:00, excluding weekends and public holidays.

5. The application must include:

a) A copy of an identity document (ID card, passport);

b) A certificate confirming the academic position held at the relevant faculty of the Technical University;

c) Information about education, work experience, and academic degree;

d) An action plan;

e) Documents confirming the candidate’s compliance with the specified requirements.

6. The Academic Council shall individually decide, by a qualified majority (2/3) and secret ballot, on the participation of a person aged 65 or older in the competition for an administrative position. Such a person must additionally submit the approval of the Academic Council to the Faculty Election Commission. For this purpose, they must submit an application to the University Administration Department by February 27, 2025. Attendance of the person at the Academic Council during the discussion of their case is mandatory; otherwise, the matter will not be considered.

7. The public presentation of the candidates’ action plan to the Faculty Council shall be scheduled for March 10, 2025.
