The Scientific-Research Institute for the Cultural Protection and Technological Development of the State Languages of the Georgian Technical University announces an open competition for the following positions:

  • Director of the Institute
  • Head of the Georgian and Abkhaz Linguistic Resources and Technologies Laboratory – 0.5 staff unit

Applications will be accepted from December 15 to December 17, 2025, from 10:00 to 17:00, at the address: Tbilisi, 77 Merab Kostava St., Administrative Building of the Georgian Technical University, 3rd floor, room №338, responsible person: David Gegia, Tel: 577 558 829. The competition will be held on December 19, 2025.

The preliminary results of the competition will be published no later than December 19, 2025, in a prominent place by the Scientific Council, on the university and institute’s website.

Statements/complaints regarding violations of the competition procedure will be accepted by the Scientific Council until December 24, 2025.

The Scientific Council of the Scientific-Research Institute for the Cultural Protection and Technological Development of State Languages will submit the candidate elected for the director position to the Academic Council of the Georgian Technical University for approval no later than December 29, 2025.

According to the university regulations, the Academic Council, by a qualified majority of 2/3 of votes, through secret ballot, individually decides on the appointment of persons aged 65 and older to administrative positions (note: applies to the position of director of an independent scientific-research unit). A person of this age must additionally present the consent of the Academic Council to the Scientific Council of the institute. For this purpose, an application must be submitted to the university’s Human Resources Management and Administrative Services by November 28, 2025. Attendance of the person in the Academic Council during the consideration of their case is mandatory; otherwise, the issue will not be considered.

### II. Competition Conditions

**Main conditions of the competition:**

a) The position of director of an independent scientific-research unit may be held by a person who meets the requirements set for the chief scientific employee of this independent scientific-research unit. It is desirable for the applicant to have research experience in the development of linguistic resources and technologies, in Georgian and Abkhaz linguistic resources and technologies, logic, language and artificial intelligence, including the development of the isomorphic mathematical theory of Georgian language and thought, i.e., the logical grammar of the Georgian language. If the person does not hold the position of chief scientific employee of the independent scientific-research unit, upon appointment as director of the independent scientific-research unit, they are also considered elected to the position of chief scientific employee.

The position of institute director may be held consecutively by the same person only twice.

b) The position of head of a scientific structural unit (laboratory head) of an independent scientific-research unit may be held by a person who meets the requirements set for the chief scientific employee or senior scientific employee of this independent scientific-research unit. It is desirable for the applicant to have research experience in the development of linguistic resources and technologies, in Georgian and Abkhaz linguistic resources and technologies. If the person does not hold the position of chief or senior scientific employee of the independent scientific-research unit, upon election to the position of head of the institute’s scientific structural unit, they are also considered elected to the corresponding scientific position.

c) The position of chief scientific employee may be held by a person with a doctoral or equivalent academic degree, with at least 6 years of research experience.

d) The position of senior scientific employee may be held by a person with a doctoral or equivalent academic degree.

The director of an independent scientific-research unit and the head of a scientific structural unit of an independent scientific-research unit are elected for a term of 5 (five) years.

Applicants must personally (or through a representative) submit:

a) A properly completed and signed application form (form published on the institute’s website)

b) A document confirming a doctoral or equivalent academic degree (original and copy);

c) Documents confirming scientific-research experience (stages), certified by the stamp of the relevant organization/institution;

d) A list of scientific and teaching-methodological works, certified by the competent person of the relevant institution/organization or its structural unit, with signature and stamp;

e) An action plan (to be submitted only by applicants for the position of director of an independent scientific-research unit);

f) Identity card (original and photocopy);

g) 2 photographs 3X4;

h) Certificate of no criminal record for crimes against sexual freedom and inviolability and certificate regarding deprivation of rights.

Note: Persons who have already submitted these certificates to the university’s Human Resources Management and Administrative Services are exempt from submitting them again.

### III. Competition Procedure

  • The competition will be conducted in accordance with the Law of Georgia “On Higher Education,” university regulations, and the “Statute of the Scientific-Research Institute for the Cultural Protection and Technological Development of State Languages,” which the applicant will familiarize with at the Scientific Council, and on the university and institute websites.
  • The Scientific Council will consider: the applicant’s qualifications and competencies corresponding to the competitive position, including scientific-research, practical and other activities, achievements, qualifications, experience, and merits relevant to the position; also, if decided by the Scientific Council, the results of the interview conducted with the applicant(s).
  • The results of the competition may be appealed in court in accordance with applicable legislation.
