Announcement on the Appointment of Elections for the Position of Head of the Faculty Quality Assurance Service

According to Article 25 of the Law of Georgia “On Higher Education”, Article 22 of the Charter of the Georgian Technical University approved by Order №133/n of the Minister of Education and Science of Georgia dated September 9, 2013, and in accordance with Articles 2 (paragraphs 10 and 11), 27, and 28 of the Regulation on the Conduct of Elections of the Governing Bodies (Management Entities) of the Georgian Technical University and its Faculties, based on the decision of the Faculty Council of Chemical Technology and Metallurgy at the meeting held on November 10, 2023 (Meeting Minutes #4):

1. Elections for the position of Head of the Quality Assurance Service of the Faculty of Chemical Technology and Metallurgy shall be appointed for December 4, 2023.

2. The Head of the Faculty Quality Assurance Service shall be elected by the Faculty Council for a term of 4 years.

3. The position of Head of the Faculty Quality Assurance Service may be held by a person who meets the following requirements:

a) Is a professor or associate professor of the faculty;

b) Has at least 5 years of work experience;

c) The candidate is required to have knowledge of:

· Quality assurance standards and guidelines developed by the European Association for Quality Assurance in the European Higher Education Area.

· ABET (Accreditation Board for Engineering and Technology) accreditation standards and procedures.

· State language proficiency (knowledge of a foreign language is desirable).

· Principles of quality management in the field of education.

· Knowledge of computer programs – MS Office.

· Communication and teamwork skills.

· Knowledge of the following legal acts:

ü Law of Georgia “On Higher Education”;

ü Law of Georgia “On Development of Education Quality”;

ü Law of Georgia “On Vocational Education”;

ü Resolution of the Government of Georgia №18 of January 30, 2015 on the definition of different rules and conditions for awarding qualifications and issuing recognition documents to students completing joint higher education programs between Georgian higher education institutions and San Diego State University;

ü Order №65/n of the Minister of Education and Science of Georgia dated May 4, 2011 on approval of the Regulation on Accreditation of Educational Programs and Fees;

ü Order №99/n of the Minister of Education and Science of Georgia dated October 1, 2010 on approval of the Regulation on Authorization of Educational Institutions and Fees;

ü Order №3 of the Minister of Education and Science of Georgia dated January 4, 2007 on approval of the Rules for Credit Calculation of Higher Education Programs;

ü Order №69/n of the Minister of Education, Science, Culture and Sports of Georgia dated April 10, 2019 on approval of the National Qualifications Framework and the Classifier of Learning Fields;

ü Order №121/n of the Minister of Education and Science of Georgia dated December 10, 2010 on approval of the Rules for Credit Calculation of Vocational Education Programs;

ü Order №120/n of the Minister of Education, Science, Culture and Sports of Georgia dated December 28, 2020 on the approval of the credit system in vocational education.

Internal regulatory documents of Georgian Technical University:

ü Internal quality assurance mechanisms at Georgian Technical University;

ü Instruction for managing the educational process at Georgian Technical University;

ü Rules for planning, developing, evaluating, and improving educational programs at Georgian Technical University;

ü Rules for reviewing and approving course syllabi, and assigning course (subject) codes;

ü Regulations on the Master’s program of Georgian Technical University; Regulations on the Doctoral program; Regulations on the University Dissertation Council;

ü Other internal university documents.

4. Candidates must submit applications and attached documents to the Faculty Election Commission from November 20 to November 27, 2023 – Tbilisi, Kostava St. 69, GTU II Building, 3rd Floor, Computer Center, between 10:00 and 17:00, excluding weekends and holidays.

5. The application must include:

a) A copy of an identity document (ID card or passport);

b) A certificate confirming the academic position held at the relevant faculty of the Technical University;

c) Information on education, work experience, and academic degree;

d) An action plan;

e) Documents confirming compliance with the required criteria for candidates.

6. Public presentation of candidates’ action plans at the Faculty Council shall be scheduled for December 1, 2023.

7. The Academic Council shall decide individually, by a qualified majority (2/3) and secret ballot, on the participation of persons aged 65 or older in the competition for administrative positions. Such persons must additionally submit the consent of the Academic Council to the Faculty Election Commission. For this purpose, the application must be submitted to the University Affairs Department by November 15, 2023. The presence of the person at the Academic Council during the consideration of their case is mandatory; otherwise, the matter will not be considered.
