Biography

He was born in the village of Chalastavi (Tsageri district) on August 14, 1959.

 


Education

In 1982, he graduated from the Faculty of Hydraulic Engineering and Plumbing of the Georgian Polytechnic Institute, specializing in hydraulic engineering of river and hydroelectric power plants.

Work experience

Professor Kopaliani possesses extensive experience in decision-making roles within Georgia’s state governance and local self-government bodies: Served as a Member of the Parliament of Georgia across three convocations (7th, 8th, and 9th) from 2008 to 2020. Held the positions of Member of the Tsageri Municipal Council and Chairman of the Kveda Tsageri Community Council (2002–2008). Throughout his career, he has held various senior roles, including Deputy Head of the Tsageri Road Administration and Deputy Chairman of the Lechkhumi Revival Fund.

Has made significant contributions to the development of the nation’s energy and transport infrastructure. Participated in the construction of a paramount strategic asset – the Enguri Hydroelectric Power Plant. Directed large-scale projects focused on the modernization and expansion of the road network in the Tsageri region.

Since 2020, he has served as the Head of Administration (Chancellor) at Georgian Technical University. In this capacity, he is responsible for ensuring the university’s financial and economic management, the implementation of strategic infrastructure projects, and the optimization of administrative operations.
