Georgian Technical University Issues a Statement Regarding the Material Published by “Studio Monitor”
Georgian Technical University is responding to the material published by “Studio Monitor” regarding the audit examination of the university’s activities.
As Georgian Technical University clarifies, presenting materials from an ongoing, unfinished audit as final and verified facts is inadmissible and poses a direct threat of damaging the university’s business reputation. Furthermore, the university calls for a thorough examination of the legality surrounding the procurement and disclosure of these documents, the identification of responsible parties, and appropriate legal action.
On October 22, 2026, “Studio Monitor” published material related to the audit examination of Georgian Technical University’s activities for the period of 2020–2022.
We strongly emphasize that the audit in question has not been concluded. Active communication with the State Audit Office regarding relevant issues remains ongoing, and no final audit report currently exists.
Despite this, our institution provided answers to the questions submitted by the journalist during the preparation of the article. The concise and general nature of our response was solely due to the fact that the audit process remains incomplete. In the absence of a final conclusion, the university lacked the objective basis to offer detailed explanations rooted in finalized audit findings. Interpreting this circumstance to the contrary or misrepresenting it as a weakness in the university’s position is entirely baseless.
We categorically state that the dissemination of documents from an incomplete stage of an audit and their public disclosure prior to the issuance of the final audit report requires immediate legal response. Subparagraph “d” of Paragraph 6 of Article 20 of the Organic Law of Georgia “On the State Audit Office” explicitly obligates auditing personnel not to disclose audit findings prior to the compilation of the official audit report, except under statutory exceptions provided by law. Consequently, there is a specific legal basis pointing to a potential breach of a statutory obligation that cannot be disregarded.
We appeal to law enforcement and other authorized state agencies to ascertain the origins of the documentation, the legality of its procurement and public disclosure, identify the responsible parties, and examine all circumstances surrounding potential legal violations. Furthermore, we demand a comprehensive legal investigation and appropriate recourse rather than a mere formal explanation. We also reserve the right to initiate court proceedings to protect the rights and business reputation of Georgian Technical University, as presenting unverified and unfinished audit materials as established facts subjects the university to real reputational harm.
We emphasize that freedom of speech and expression does not grant license to disregard statutory restrictions established by law. The university demands that “Studio Monitor” clarify the legal status of the published documentation and specify the grounds on which official administrative correspondence was utilized. Considering these circumstances and the presence of potential legal violations, the university is appealing to the court to protect its rights and business reputation. Should the relevant factual and legal grounds be established, the university will also petition the Prosecution Service of Georgia to determine the legality of the document dissemination and ensure that the actions of the responsible individuals receive a proper legal assessment.
Georgian Technical University holds well-founded suspicions that “Studio Monitor” purposefully prepared and circulated this article to attract public attention through the dissemination of unverified information, aiming to tarnish the name and business reputation of the university rather than establish the truth. Accordingly, Georgian Technical University will not tolerate the exploitation of incomplete audit materials to the detriment of its interests and demands that all individuals whose actions involve legal violations and damage to the university’s reputation be held fully accountable.
